- NIH grant review order dropped: The White House reportedly abandoned a planned executive order creating a political review process for NIH grants after Sen. Collins and many nonprofits objected.
- Title IX: The Department of Education posted a final rule formally rescinding Biden-era protections against discrimination based on gender identity and sexual orientation and restoring the 2020 regulations. Nonprofit schools and youth programs receiving Education funds should review their policies.
- Election administration: The Supreme Court declined to block an executive order letting state and local officials use a federal database to verify voters’ citizenship, but noted federal law bars systematic voter-roll purges within 90 days of a federal election — so the order is unlikely to affect November 3. Separately, the Court ruled in June that states may count absentee ballots postmarked by Election Day and received later, and in August left in place an injunction blocking new federal mail-in voting requirements.
- Voter registration: National Voter Registration Day generated 550,000 new or updated registrations, a 30% increase over the last midterm cycle.
