Anna Keilly joined the PANO team in January 2026 as the Senior Manager of Policy and Advocacy at the Pennsylvania Association of Nonprofit Organizations (PANO), where she leads the organization’s state and federal policy strategy and advocacy efforts to strengthen the nonprofit sector across the Commonwealth.
Most recently, Anna spent over four years in the U.S. Senate, serving in the offices of Senators John Fetterman and Bob Casey. As a Legislative Assistant in Senator Fetterman’s office, she led the health and education policy portfolio, translating constituent and stakeholder priorities into legislative strategy. Her time on Capitol Hill gives her a strong understanding of how policy priorities and decisions are made — and how they directly affect communities and non-profit organizations across Pennsylvania.
Coming from a long line of public servants, Anna is guided by a commitment to community. She brings a systems-oriented approach to advocacy, grounded in the belief that lasting solutions are built through a blend of grassroots engagement, coalition building, strategic messaging, and meaningful collaboration.
Anna earned her Master of Public Administration and a bachelor’s degree in Communications, Legal, Economics and Government (CLEG) from American University. While in college, Anna interned with state Representative Mike Sturla’s office, supporting constituent relations and volunteered with several national campaigns.
After eight years in Washington, D.C., Anna returned home to Pennsylvania and now lives in Philadelphia, close to family and friends. Outside of work, she enjoys reading, long walks, and live music. She grew up attending and later working at an overnight camp in the Pocono Mountains, where her love of working with kids and being outdoors helped shape who she is today.
Anna looks forward to serving as a passionate champion of and technical resource to Pennsylvania’s nonprofit community.
